The new Director of National Intelligence , Rear Admiral John Michael “Mike” McConnell, has been the Director of NSA, 1992-1996 and has been known as the father of the Clipper Chip . The Clipper Chip was the last open attempt of the US government to force an encryption system with an offical back door for the state onto the commercial vendors. Afterwards they switched to more sneaky methods.
